NRC in Yemen is recruiting an Area Manager who will ensure high quality and cost effective programme / project implementation within the designated geographical area.
Generic responsibilities
Overall management of senior project staff and support functions in the area
Compliance and adherence to NRC policies
Provide area specific input on Country Strategy, Risk Management, Emergency Preparedness Plan and other strategic processes and related Plans of Action
Organize grants opening and closure meetings at field level
Overall responsibility for implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources) and NRC’s SOPs
Ensure optimal use of resources within the allocated project budgets and Core Competence strategies
Represent NRC in area and build relationships on area level
Ensure capacity building is provided to all staff in the area
Ensure overall security and safety of staff in the area
Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
Responsible for conflict-sensitive, high qualitative and integrated programming for both emergency and Durable Solutions interventions. Ensure beneficiary-led design and implementation of projects and activities, including beneficiary complaints mechanism are strengthened
In liaison with the Country Office MEAL unit ensure that systems for monitoring and evaluating project activities are developed and implemented and learnings are embedded in the area programme
Ensure that NRC’s finance procedures, guidelines and systems are properly implemented and are respected
Ensure ongoing check and review mechanism in place for the control and stock system of goods, vehicles and transport coordination and make any necessary improvements
Oversee and coordinate administrative and logistical requests made by the projects for optimal cost efficiency and utilization of resources
Develop relationships with donor teams and agencies in the area, and contribute to securing sufficient funding for the programme
Coordinate with UN agencies, other (I)NGOs, local and state authorities, the targeted beneficiaries and donors and ensure maximum collaboration and cooperation with all key stakeholders
Remain updated on all relevant political and Government policy issues related to the country operation in general and the area in particular
Lead and manage staff training initiatives, structured and targeted capacity building efforts Guided by guidelines and direction of NRC; selection, capacity building and close monitoring of the Implementing Partners and ensure compliance
Develop area level strategies
Take lead in exploring funding opportunities for the area office
Qualifications
Minimum 5 years of experience in a Senior Management position in a humanitarian /recovery context, experience as an Area Manager strongly preferred
Minimum first level university degree in relevant field
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal. Arabic is an asset.
Experience
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Experience in managing complex teams and driving change agenda
Knowledge of the context in of Yemen or similar contexts
This role will involve managing a large team and making tough decisions; please highlight your ability in this in your application
