The Program
The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
Australia is supporting Fiji’s health sector to respond to health challenges through the Facility’s Health Program. Its high-level objectives focus on:
1) Better curative and preventative health services (e.g. service quality, Non-communicable Diseases (NCDs), communicable diseases and maternal & newborn services), and
2) Strengthening health systems (e.g. planning, finance, workforce and information).
The funding for the program is approximately AUD20million over 5 years to January 2022 and delivered through a range of activities (interventions) to achieve the program’s objectives where activity implementation modalities include technical advice, procurement of technical services and goods, capacity building and training support, support to Ministry led initiatives and innovations and grants to civil society organisations (CSOs).
Support to Fiji’s health sector is a key component of the Facility. The focus of the support is on strengthening health service delivery as well as health systems strengthening.
The Position
The National Clinical Governance framework provides for the establishment of Clinical Governance systems and processes in each of the hospitals and public health services. Twomey Tamavua Hospital has made important progress in the arrangements for Clinical Governance with a Clinical Governance Sub-committee established and function. Relevant training has been delivered to all staff members and a baseline audit has been conducted using the IFC/World Bank audit tool ‘Guide to Assessing Health Care Organisations’.
The Clinical Governance Sub-Committee has identified and prioritized the need for a dedicated position to take the lead role in driving the establishment and fulfilment of the minimum standards of all domains of the clinical governance system of the hospital.
Reporting to the Medical Superintendent, the position of Clinical Governance Lead is the single accountable manager of with responsibility for the organisation’s Quality Management System, leading, coordinating and monitoring all quality assurance activities.
In conjunction with the Senior Nurse, the position is responsible for coordinating hospital wide infection prevention and control (IPC) programs which includes surveillance, analysis and reporting of healthcare acquired infections, educating staff about Infection Prevention & Control and assisting in the development of health.
The Person
The ideal candidate will have proven experience in programme development and implementation with ability to conduct system/process analysis and production of investigative reports, including action plans. The successful candidate will also have experience in data collection, analysis, interpretation and presentation. We seek an outstanding and highly motivated individual with excellent communication and writing skills including ability to effectively analyse, plan and accomplish target within set timeframes.
