Objective

Vital Strategies is seeking a consultant or service provider to develop a set of operational dashboards through platforms such as Power BI or Qlik Sense or through the development of a specific platform. This solution will be developed for the Road Safety and Mobility Observatory of the city of Buenos Aires (RSMO) under the supervision of Vital Strategies. The consultant must be fluent in Spanish.

Bloomberg Initiative for Global Road Safety Overview

The city of Buenos Aires is one of the 30 participating cities in the new phase of the Bloomberg Philanthropies for Global Road Safety (2020-2025). The program supports city governments to effectively implement evidence-based interventions to reduce traffic deaths and injuries.

Project Overview

The Secretary of Transport and Public Works of the city of Buenos Aires (SECTOP) hosts the Road Safety and Mobility Observatory (RSMO), in charge of data collection and consolidation, production of analysis and reports and sharing the information to guide public policy planning and evaluation. Currently, the RSMO consolidates five different data sources to produce road injury and road mortality indicators. Having a shared interactive tool to visualize and search for geographic data is a current need for the Secretary of Transportation to analyze and identify high risk locations (dangerous intersections), producing an overload of database queries, filtering and production of project-specific visualizations and metrics. The dashboard for data visualization must address the daily needs for characterizing spatially and temporally distributed road crash data, allowing quantification of road mortality and morbidity burden, identification of victim profile, high risk location and assessment of the impact of road safety policy implementations. Most of the data currently exists in different formats such as Excel files, Word documents and printed reports, routinely digitized and consolidated in one RSO database that needs to be revised to best fit an efficient updating routine of an interactive dashboard.

In coordination with the RSO and SECTOP, the objective is to implement an approach to simplify in the short run their data collection process to be able to use compelling, visually rich “operational” dashboards for project planning and decision-making.

Scope of Work

The provider will develop the following products:

  1. Set of operational dashboards (internal use of the RSMO for decision-making)
  2. End-user training and documentation of the developed solutions

The specific platform for the development of the dashboards (Power Bi, Qlik sense or own development) will be assessed between the provider, Vital Strategies and the RSMO, according to the viability and which alternative better addresses the expected result, within the budget and timeframe of the project. We also anticipate that the needs of the RSMO and SECTOP will evolve over time as additional road injury data sources are made available, thus the solutions should be adaptable and scalable. The RSMO in coordination with Vital Strategies has selected core indicators for data collection and use in the dashboards (See ANNEX I). The database or repository and the operational dashboards will be hosted by the Secretary of Transport and should be compatible with their existing environment composed mainly of:

  • Microsoft Office 365 Enterprise E3 with SharePoint Online capabilities
  • PostgreSQL Server
  • Use of Active directory for authentication as well as local authentication
  • VMs: OS LINUX

Set of operational dashboards

Data source documentation (format, variables and quality) and identification of local available resources (IT hardware, software, personnel, funding) has been previously done and reported by RSO with support of Vital Strategies. Therefore, the provider will be required to conduct the following activities:

a) Support identification of business objectives and definition of performance indicators: through a sequence of interviews and one workshop to identify end-users and their needs for data analysis and usability of the dashboards, document the set of metrics, different levels of access and build an illustrative design of a mockup to represent the final dashboard.

b) Design and develop the dashboards: deployment of a fully functioning tool that integrates well-designed features (visualizations, interactivity, analytics), data that are structured for effective display and an efficient technical environment (tool development and data access platforms). Development phases should consider a curation of the original corpus to normalize and integrate the source datasets when imported into the database, the deployment of prototypes and later a final consolidated version.

Production of a final set of three dashboards and consequently three prototypes, where each dashboard is defined by the data source and data type (injuries/deaths). The deliverables in terms of dashboards are listed below:

Road mortality: The objective is to explore the potential of the MJYS fatal case dataset and to produce multiple visualizations, including maps for georeferenced occurrences (point distribution, cluster maps, heat maps, etc), distribution by crash type, date and time, victim profile, among others to be defined and validated with the local team.

Road injuries: The objective is to expand and consolidate existing visualizations built upon the MJYS injury case dataset, define and implement critical spot identification methods (cluster maps, heat maps, etc) to be defined and validated with the local team.

Severe road injuries: The objective is to explore the potential of hospitals’ dataset for data visualizations that help describe the severe injuries and victims’ profiles, having the potential to link with MJYS georeferenced cases.

c) Complete test, trainings, and transfer of technology to the RSMO: delivery of a tool fully deployed, and staff fully trained.

The data for the dashboards will come from the database or repository developed.

The dashboards will include various ways in which data and analytic information can be organized and graphically displayed, including data mining, drilling and analytical capabilities such as forecasting. Among the expected characteristics of the dashboard are:

  • Intuitive and highly interactive to enable user’s self-sufficiency
  • Include tools that analyze data from a lower and higher level of the hierarchy: drill down/ roll-up, filter, sort, find, outline view of data, etc.
  • Ability to develop and deliver content to mobile devices in a publishing and/or interactive mode.
  • Ease of administration, including adaptable and scalable to an ever-growing data and analytic set of needs.

Qualifications

Minimum 3 years of experience with developing business intelligence platforms
