Background
CRS is seeking a Deputy Chief of Party for an anticipated Youth Workforce Development program in El Salvador funded by USAID. The position is bas ed in San Salvador, El Salvador and is anticipated to start in 2021.The Deputy Chief of Party will support the Chief of Party in developing the strategic direction and providing technical advice across all program components in the planning, designing and implementation of activities. S/he will work closely with partners and their technical teams to ensure integration across organizations and objectives. The Deputy Chief of Party will oversee field-level program activities and ensure program targets are met. In the absence of the Chief of Party, the DCOP will assume responsibility for coordinating award management and implementation tasks, liaise with USAID on technical matters, and respond to the inquiries.

The position is based in El Salvador.

Preferred Qualifications

  • At least 5 years of relevant international development experience in the education/workforce development sector.
  • At least 5 years in DCOP or technical management roles on USAID and/or US-DOS projects.
  • At least 8 years of demonstrated experience in the successful implementation of international development activities (at least 3 years must have been in senior program management including direct supervision of professional and support staff) and at least 3 years’ experience managing donor funds.
  • Demonstrated experience working in the education or workforce development sector in Latin America, particularly in El Salvador. Desired experience includes work in alternative education, monitoring and oversight, and partnership formation. Excellent interpersonal skills and proven ability to lead and work effectively in team situations.
  • Effective record of building relationships with governmental organizations, academic institutions as well as private and community organizations.
  • Recognized technical experience and qualifications in sector
  • Demonstrated experience of successful management, including management of functions of complex, multi-activity projects.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
  • English Fluency.
  • Basic Qualifications
  • Master’s degree in International Development, International Relations or a relevant technical area.
  • 5 years’ relevant management and technical experience.
  • 3 years’ experience managing donor funds. Knowledge and experience in budget management.
