Overview of the position:

  • The Somali govt., through the FGS Ministry of Agriculture & Irrigation (MOAI) & the Puntland Water Development Agency (PWDA) proposed construction of an earth dam in Dharoor valley, to provide local communities with water for domestic & agricultural purposes. A feasibility study was carried out at the proposed site, Gawlalaale & designs for an earth dam produced with associated BOQ. In order to obtain the “environmental license” & “funding approvals” of construction for the Dharoor valley dam there is need to carry out an Environmental & Social Impact Assessment (ESIA), which will have to comply with the environmental guidelines of the financing institutions. The purpose of this consultancy is to undertake the ESIA at the proposed dam construction site in Bari Region, Puntland State of Somalia.

Role objective:

  • Review the Somali govt., our client safeguards operational policies & determine which ones are triggered by the Dharoor valley dam project.
  • Identify the impacts & provide mitigating measures for each applicable safeguard policy.
  • Prepare an inception report within 1 week of commencement of the study indicating the work methodology, approach, detailed work plan & results of the scoping phase.
  • Develop a draft ESIA report within 1 month of the study.
  • Submit the final ESIA report.

Project reporting:

  • This role reports to the Technical Advisor.

Team management:

  • This role has no team management responsibility.

Geographical experience:

  • Minimum of 10 year of experience in Africa (essential).

Key competencies:

  • Master’s Degree in Environmental Science or Natural Science.
  • Must be well versed in all MS Office applications & experienced in producing reports.
  • At least 8 years of relevant work experience in environmental assessment of infrastructure, water & energy projects.
  • Minimum of 10 year of experience in Horn of Africa (desirable).
  • Fluent speaking & writing of English is essential & knowledge of Somali is desirable.
  • Registered EIA / EA expert with minimum 8 years’ experience is required.
  • Good command of international standards, including IFC safeguard policies, is also required.
  • Must be well versed in all MS Office applications & experienced in producing reports.
  • Self-starter with good initiative & multi tasking skills who pays attention to the details, demonstrated ability to troubleshoot & resolve problems, excellent spoken & written communication.
