The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

The Institutional Partnerships Program partners with the Government of Fiji to deliver assistance in targeted areas where Australia is well placed to support Fiji navigate the economic impact of COVID-19: through government twinning partnerships, technical assistance and grants that can be mobilised quickly to support Fiji’s ongoing stability, prosperity and resilience to shocks.

The Position

The Fijian Government views an effective and accountable public sector as vital to its goal of a prosperous and stable country. To achieve this aim, an ongoing programme of change across all Government Ministries has been implemented, with the main aim being a high performing civil service, implementing Government priorities, responsive to and delivering quality services to the public. All policy changes are now complete, and we are moving to monitoring and measuring impact.

Following on from the report on Core Information System requirements (2016), and the implementation of several recommendations from the report, the Fijian Government is looking to undertake a cost benefit analysis exercise, in the review of the current payroll against the procurement of a new payroll system.

The Fijian Government therefore seeks a qualified specialist with a sound understanding of Core Systems, specifically payroll, who has well developed skills and experience in having reviewed systems previously. This role will focus on progressing the work that has already begun, working with key ministry staff and other technical advisers.

The Person

The ideal candidate will have significant experience in documenting business processes and identifying bottlenecks and opportunities for improvement, particularly through the use of technology. The candidate will have demonstrated experience in change management, including the ability to provide quality recommendations for development of service delivery standards. In addition, the candidate will bring strong understanding of payroll business processes and some experience in the use of bespoke pay systems or working with software developers. We seek a candidate with excellent communication and interpersonal skills including the ability to lead and motivate team members to accomplish objectives within specified timeframes.

This is a locally engaged position. The role is open to Fijian citizens and current residents of Fiji, and the salary offered does not include international allowances.
