Context:

Under the overall supervision of the Chief of Mission (COM), direct administrative supervision of Head of Sub Office, and under technical supervision of Resources Management Officer in Maputo, in close coordination with Procurement/Logistics Officer in Maputo, the successful candidate will be responsible for supervising the day to day activities of running the Logistics, facilities, inventory and warehouse management function, ensuring that the inventory system is fully operational according to IOM SOP and rules/regulations.

S/he will be responsible and accountable for providing support to ongoing activities with logistics, warehouse and facilities services. S/he will also contribute to providing recommendations aiming at increasing effectiveness, efficiency and transparency of the warehouse management in Mozambique, guided by the principles when undertaking all

warehouse and logistics activities.

Core Functions / Responsibilities:

  1. In close coordination with the CoM, RMO and Proc/Logs Officer, assist with the strategic planning, implementation and monitoring aspects related to warehouse and logistical needs of the Mission.
  2. Assist with the implementation of effective and efficient operational, logistics, facilities maintenance, asset administration and warehousing within established internal control mechanisms.
  3. Implement the efficient, effective and appropriate reception, consolidation, storage and dispatch of all items in the warehouse including accurate inventory record keeping;
  4. Supervise and coordinate the daily warehousing activities, ensuring that all warehouse activities are conducted in accordance with processes and procedures, quality management systems, dangerous goods regulations and organization’s best practices.
  5. Organize and maintain inventory and storage area, maintain items record, document necessary information and utilize reports to project warehouse status.
  6. Train and supervise national staff ensuring that they conform to established procedures and assist in producing monthly and regular reports.
  7. Provide guidance and technical assistance to national staff under his/her supervision. Monitor professional development of staff and recommend trainings as required.
  8. Contribute technical inputs for the preparation and implementation of permanent instructions for warehouse operations and asset inventory administration that are compliant to IOM’s general instructions, policies and procedures and donor requirements.
  9. Measure and report effectiveness of warehousing activities and staff performance evaluation.
  10. Supervise the overall maintenance and repair of office facilities, including preventive maintenance. Recommend maintenance agreements with competent service providers when it is feasible and determined to be cost effective.
  11. Assist in the coordination of vehicle controls, supervision of drivers, cleaners and management of staff movements.
  12. Ensure safe running condition of the fleet, and transportation of IOM staff on official business; monitor accuracy of records according to the Vehicle Logbook, Servicing / Maintenance records & Fuel Consumptions.
  13. Identify areas of improvement and recommend adjustments to existing work procedures and practices.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Procurement, Logistics, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience;

• Certification in Procurement, Logistics or Supply Chain management is an advantage.

Experience

• Strong technical experience in procurement and logistics at an international level;

• Have proven experience in the logistics, warehouse or inventory field, plus demonstrated management qualifications;

• Diverse experience working on complex projects and emergencies, specifically meeting timelines and milestones;

• Prior supervisory or management experience.

Skills

• Knowledge of asset management processes and procedures;

• Strong communication skills to allow effective communication with all stakeholders;

• Sound skills and knowledge in reporting and Knowledge of warehouse software packages, MS Office proficiency and SAP;

• Ability to input, retrieve and analyze data;

• Knowledge of the region is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Portuguese, Spanish or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
