Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. IFRC office which based in Jakarta is one of The Secretariat of Country Cluster Delegation (CCD) who support NSs in Indonesia and Timor Leste.

Indonesia remains keep its increasing confirmed cases of Covid-19 in late 2020. As a country with the highest death toll due to COVID-19 in Southeast Asia recently, the rapidly escalating health crisis has prompted the government of Indonesia to provide against the worst scenario for the impact of this pandemic through medical and public health intervention. Apart from mitigating the pandemic, maintaining immunization program performance is a critical issue to prevent further outbreaks of vaccine-preventable diseases. Routine immunization programs, including Polio Eradication Program should be reinstated as soon as conditions stabilize, and maybe the major indication of a rehabilitating health system in a post-crisis context.

The program of Polio preparedness and response has supported on timely facilitating, high quality activities to maintain or increase polio immunity and polio-free status. The program has adopted and developed to Indonesian Red Cross (PMI)’s existing community-based initiatives that can help communities to improve its access to Polio immunization program with emphasis on creating demands and reducing vaccine hesitancy.

NATIONAL IMMUNIZATION OFFICER – NATIONAL STAFF

Job Purpose

  1. The National Immunization Officer will work towards building health capacity of the Indonesian Red Cross (Palang Merah Indonesia or PMI) on national polio eradication initiatives
  2. Under the supervision and guidance of the Health Manager, overseeing IFRC support to PMI’s polio preparedness and response program in selected targeted areas and initiate coordination with PMI’s internal and external partners
  3. He/she is expected to ensure that PMI’s polio preparedness and response aligned with government of Indonesia Immunization strategies
  4. The National Immunization Officer will support the coordination with Movement partners, government agencies and program sectors for effective and efficient health program implementation.

Job Duties and Responsibilities

Under the general supervision of health manager at IFRC Country Cluster Delegation for Indonesia,Timor-Leste and Representative to ASEAN, Jakarta, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide support for the implementation of activities related to the Polio Preparedness and Response Plan 2021-2022 in 5 targeted provinces and 5 districts
  2. Collaborate and support the adaptation of the Global Polio Eradication Initiatives to the context in Indonesia
  3. Review and analyze the surveillance information of acute flaccid paralysis (AFP) submitted on a regular basis through the Integrated Surveillance Information System
  4. Conduct the regular risk assessment for polio importation or emergence of vaccine derived polio virus in the targeted program areas
  5. Support planning, budgeting, implementing and monitoring activities related to the polio eradication certification process in the targeted program areas
  6. Support resource mobilization for polio vaccination and surveillance activities to be conducted in high and medium risk areas
  7. Prepare technical reports for the Regional Polio Certification on the status of the polio eradication in the targeted areas
  8. Provide support to develop and document good practices and lessons learned in the region for sustaining polio elimination and certification process
  9. Support the planning and organization of the annual Vaccination Week and Global Polio Day
  10. Perform other related duties, as assigned.

Requirements

Education

  • University degree in medical health, public health or epidemiology
  • Master’s degree in public health is preferred

Experience

  • Minimum 5 years working experience in health program
  • Experience implementing community health programmes
  • Experience in supporting disaster emergency operation is preferred
  • Experience working on programme implementation with local actors and/or partners
  • Experience of working for a humanitarian organisation and/or the Red Cross Red Crescent Movement is preferred
  • Experience in supporting health program implementation under USAID support is preferred
  • Experience in working in developmental contexts and engaging effectively with beneficiaries especially women and children and vulnerable groups
  • Experience on supporting project planning & budgeting, supervision and management to include monitoring and evaluation including baseline and endlines.
  • Experience of producing narrative and other project reports

Knowledge and Skills

  • Self-supporting in computers (Windows, spreadsheets, word-processing)
  • Skills in training and developing staff

Languages

  • Fluent in written and spoken English.
  • Fluent in written and spoken Bahasa.
