CARE seeks a Nutrition Technical Lead for a USAID/Bureau for Humanitarian Assistance Resilience Food Security Activity (RFSA) in Mozambique. USAID/BHA intends to award one cooperative agreement in Zambezia Livelihood Zone (LHZ) 5, Northern Highland with Mixed Cropping. This LHZ is part of USAID Mozambique’s Resilience Focus Zone, and the RFSA will contribute to the Mission’s Country Development Cooperation Strategy in partnership with other Mission activities. This cooperative agreement will follow the R&I approach. This program is anticipated to be awarded in January 2022.
This position is subject to project award and funding and is anticipated to be based in Quelimane in the Zambezia Livelihood Zone.
Position Description
The nutrition technical lead will provide technical oversight for program interventions targeting sustainable improvements in maternal nutrition, and improved nutrition among infants and young children under 2 years. These interventions will encompass individual contacts with mothers and households, group-based promotion, and support to nutrition-related sectors (e.g., WASH, agriculture, health systems) to ensure maximum nutritional impact. They also will oversee food commodity distribution to ensure maximum nutritional impact for girls/women of reproductive age, and infants and young children under the age of 2 years.
Primary Responsibilities:
· Provide technical guidance for nutrition promotion activities promoting improved maternal and infant and young child nutrition. The candidate should be familiar with established approaches for nutrition promotion such as interpersonal counseling, peer-to-peer group education, food supplementation in pregnancy, and micronutrient interventions.
· In collaboration with the Social and Behavior Change Lead, contribute to the design and implementation of social and behavioral change strategy and interventions targeting nutritional practices.
· Ensure technical soundness of intervention approaches and communications materials.
· Act as advisor to and liaison with project technical leads for nutrition-related sectors to ensure maximum impact.
· Represent the project, and its goals and objectives, in public fora involving government, academic institutions, and other relevant stakeholders.
· In collaboration with the MEAL technical lead, contribute to, and advise in the implementation of, monitoring and evaluation of the project’s nutrition-related activities.
· Ensure maximum nutritional impact for girls/women of reproductive age and infants and young children (< 2 years) from program commodity distribution activities.
Qualifications:
· Advanced degree (Master’s) in Public Health, Human Nutrition, or related discipline, and a minimum of 8 years of experience in programming for the prevention of malnutrition and promotion of optimal nutrition among children, adolescents, and young women.
· Demonstrated experience with technical and thought leadership on interdisciplinary programs focused on maternal and child health generally, and maternal and infant/young child nutrition outcomes specifically.
· Demonstrated experience with nutrition (or health) related social and behavior change programming, including facility with qualitative/formative research approaches to inform program activities is strongly preferred.
· Significant experience working across sectors to influence the nutrition-sensitivity of nutrition-related programs.
· Demonstrated ability to lead their organization or program in the uptake of current evidence on nutritional impact, and the capacity to serve as a resource to other sector leads in their organization or program who seek guidance on how to make their work more nutrition-sensitive.
· Proven track record of providing technical leadership/support to decentralized governmental structures. Specialized knowledge and expertise in coordinating with the Government, other partners working in the geographic zone, and Mission partners.
· Fluency in English and Portuguese required. Strong preference for candidates who speak Elomwe.
· Strong intercultural supervisory and team-building skills and experience. Strong networking and communications skills.
· Ability to travel within project areas as required.
