Project Background:
The Impact Private Sector Partnerships (IPSP) program is being implemented by Palladium in partnership with DFAT with the overall Goal of: Increased development impact and sustainable commercial returns through private sector engagement and partnerships. Three reinforcing End-of-Program Outcomes will contribute to it this:
DFAT’s culture, capability, systems and reputation for PSE is improved
The Private Sector is engaged as strategic partners of the aid program
The Private Sector is enabled to achieve outcomes that promote inclusive economic growth and reduce poverty.
The IPSP has two components to achieve this:
A Business Engagement Support Unit (BESU) – to train, equip and empower DFAT staff to engage more effectively with the private sector by undertaking analysis and providing technical advice on private sector issues to inform the design and implementation of private sector programs. The BESU provides a Help Desk service for DFAT teams to access a range of services, including training, consulting, and advice on a range of topics relevant to PSE. The BESU also gathers information and lessons from all engagements that DFAT has with the private sector by monitoring and learning from the BPP and other DFAT-private sector partnerships about what works and what doesn’t in partnering with the private sector, and use that learning to shape future programming. The Support Unit will also feed into DFAT and its partners’ international best practice on private sector engagement for development; and build and communicate the business case for public-private partnerships for development. It is designed as a central advisory service and learning space for all of DFAT’s aid-related private sector work.
Business Partnerships Platform (BPP) – the second chapter of the BPP builds upon successes and lessons learned under the first phase of the program executed from 2016 through 2019 which has a portfolio of ongoing initiatives with businesses across 14 countries. The BPP has launched rounds for four targeted countries (Sri Lanka, Fiji, Samoa and Vietnam), providing flexible tailored funding and support for the relevant DFAT country programs to innovate and partner with the private sector in line with their COVID-19 Development Response Plans. The BPP also launched a regional COVID recovery round to continue to incentivise new business partnership arrangements. This support will include grant funding for activities, but also the sharing of networks, reputation, knowledge and expertise.
Purpose of the Role:
The Program Officer is an integral part of the IPSP team, and undertakes a range of operational, coordination and administrative duties to support the ongoing management of the program in accordance with DFAT’s and Palladium’s requirements.
Primary Responsibilities
BPP grant management responsibilities, including but not limited to:
Conducting due diligence to excellent standards.
Overseeing project contracting (including amendments) and negotiating with prospective partners and drafting of partnership contracts.
All aspects of relationship management, supporting program processes, monitoring progress and key risks, maintaining excellent relationships and keeping the Team Leader and DFAT informed as appropriate.
Business Engagement Support Unit:
For one or more priority Post(s) (as assigned), provide logistical support, research and strategic input to Palladium’s support in achieving Posts’ private sector engagement objectives.
Serve as principal liaison to the DFAT locally engaged staff person at that Post.
Support research, analysis, training or learning tasks undertaken by the Business Engagement Support Unit.
Grant round support:
Assisting with the grant administration and round management, including preparation, application, assessment and selection processes.
Other tasks:
Any other activities as required by the IPSP Team Leader or Deputy Team Leader.
Selection Criteria:
Experience in providing administration, finance, and logistics support
Experience in producing written outputs such as reports, articles, learning pieces
Experience in research and producing written summaries and analyses
Excellent time management and organisational skills
Excellent interpersonal and communication skills
Experience in using Microsoft word, excel, powerpoint
Several years professional experience in the business, not-for-profit, or government sectors, or some professional experience plus related graduate degree
Interest in inclusive business, private sector engagement, and/or international development
Desirable: Experience in international business or development in the Indo-Pacific region
Desirable: Experience working with a range of stakeholders including civil society, private sector organisations or government agencies
This is a full time position based in Canberra, Australia.
