Context:
IOM Mozambique is implementing a Community Engagement and Policing (CEP) project that seeks to strengthen community security and stability in communities affected by violence in the Northern Region of Mozambique through police capacity building and community engagement. The objective of the intervention is to contribute to building resilience to violence in communities and increase law enforcement’s positive relationships with communities in Cabo Delgado. The activities are planned to be implemented across multiple districts and Communities, and will require significant coordination, networking, and liaising responsibilities in addition to technical, operational and management oversight.
Under the direct supervision of the Chief of Mission (CoM) in Maputo, and in close coordination with the Head of Programme and Operations and Head of Sub-Office in Pemba, the successful candidate will be responsible for developing, managing, and coordinating IOM Mozambique projects on Immigration and Border Management (IBM) in support of the Government of Mozambique’s migration management policies and priorities. S/he will be responsible for managing all aspects of the IBM unit, including effective and efficient management of human and financial resources, and effective implementation of intended programme objectives. Travel to different locations in Mozambique will be required to monitor IBM teams in field locations.
Core Functions / Responsibilities:
- Develop and maintain relations with relevant governmental counterparts and other strategic partners, including the donor community, on border management on needs and priorities in Mozambique.
- In coordination with the Project Development Officer, CoM and Head of Programme and Operations, contribute to resource mobilization by developing programmes and project proposals in the thematic area of IBM and Humanitarian Border Management, in line with IOM’s global IBM strategies and guidance, and identify cross-thematic synergies and opportunities. A specific focus should also be placed on trade facilitation and the promotion of the free movement of person protocols in Southern Africa.
- Provide advice, strategic analysis and input to the CoM and relevant stakeholders on all issues pertaining to immigration and border management in Mozambique and closely engage and coordinate with other units all aspects related to multisectoral programming and interventions at Points of Entry.
- Oversee and coordinate the implementation of the IBM portfolio, including activities around community engagement, infrastructural work, as well as training on community engagement and policing (CEP). It also includes activities related to intelligence led policing, document examination and fraud detection and countering human trafficking and smuggling of migrants.
- Manage all aspects of IOM Mozambique IBM projects in line with IOM and donor requirements as well as exploring further funding opportunities and resource mobilization. Oversee and coordinate the work of all project staff members, including externally hired staff and consultants, operations/logistics, procurement, and financial/budgetary processing. Exercise quality control over all procedures and documents and ensure proper follow-up, as necessary.
- Identify, train, and supervise the project team in accordance with the Organization’s Human Resources (HR) procedures and regulations. Guide staff implementing activities, including reporting, monitoring, and evaluation, promote staff development, and participate in resolving performance issues.
- Oversee and coordinate timely submission of project reports in line with donor requirements and according to IOM standards.
- Serve as an expert resource on IBM. Draft documents and brief senior management on immigration and border management related topics, including the development of reports, presentations, talking points, and briefings concerning project activities implemented.
- In coordination with the Head of Sub-Office in Pemba, maintain constant overview of the security situation across the province. Closely monitor contextual dynamics and emerging trends on the evolving situation in the area of responsibility; identify constraints and obstacles to the implementation of projects assigned and propose solutions.
- Identify and promote strategic and technical partnerships with relevant government entities, international organizations, private sector and civil society partners, and other relevant stakeholders to promote and strengthen IOM’s immigration and border management portfolio.
- Represent IOM and participate in relevant conferences, workshops, trainings, and seminars.
- Ensure timely recruitment of staff and closely monitor staff performance, project progress. and ensure mainstreaming of gender according to IOM procedures and regulations.
- Undertake duty travel, in line with prevailing security restrictions, relating to programme management.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, International Law, International Studies, Security Studies, Immigration and Border Management or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience;
• Studies in the National Border or Police Academy of country of residence may be considered an equivalent diploma with 7 years of relevant professional experience.
Experience
• Experience in project management, report writing and project development and implementation;
• Experience of running large IBM projects and programmes, delivering IBM-related training/workshops to Government officials desirable;
• Effective resource management and HR skills, financial management as a unit head;
• Experience and knowledge in immigration, border management or a related field;
• Experience in liaising with Government authorities, other national /international institutions, and donor agencies (including, preferably EU institutions) and civil society organizations;
• Knowledge and working experience in the African region a distinct advantage.
Skills
• Effectively interfaces with government officials of appropriate level on matters related to substantive migration (Immigration and Border Management) issues and the work of IOM;
• Effectively applies knowledge of migration (Immigration and Border Management) issues within organizational context;
• Good knowledge of capacity building techniques;
• Excellent organization skills; analytical and creative thinking;
• Understanding of how to apply risk management and conflict sensitivity in insecure, conflict-affected areas.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Portuguese, French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
