Pact seeks a Strategic Information Technical Lead for the USAID-funded project entitled Swaziland Ready, Resourceful, Risk Aware (Triple R): OVC, Adolescent Girls and Young Women. The objective of the project is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), adolescent girls (AG) and young women (YW) in Swaziland. The project is expected to result in mitigation of the impact of HIV, reduction in new HIV infections, and improved HIV clinical outcomes for the above target groups.
The Strategic Information Technical Lead will be responsible for leading the design and implementation of M&E and Information management systems to ensure appropriate tracking and assessment of all project activities. They will have primary responsibility of donor reporting on project outputs and outcomes and for ensuring quality of interventions. They will be responsible for all data submissions in accordance with PEPFAR and USAID requirements. The Strategic Information Technical Lead provides technical guidance and support to subgrantees in establishing and implementing their monitoring and evaluation systems for the project. They will oversee the M&E and Information systems development teams.
· Develop project-specific monitoring tools for data collection, aggregation and reporting in collaboration with relevant departments.
· Lead in developing project results frameworks (input, output, outcome and impact), and develop relevant indicators and targets for result areas
· Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results and conduct necessary data analyses to showcase project results.
· Provide oversight in development and maintenance of project databases
· Oversee and support DREAMS reporting through national DHIS2-based database for DREAMS implementing partners
· Integrate the use of innovative technologies, data platforms, and GIS mapping for data collection, management, and reporting
· Review and finalize Monthly, Quarterly and Annual MERL workplans and budgets
· Oversee the development of donor reports, ensuring that all donor reporting requirements on program impact are met
· Coordinate the design and implementation of baseline, mid-term and end of project evaluations, surveys, special studies, and other components of the M&E system.
· Lead M&E capacity development of local sub-partners, including ensuring the M&E provides continuous, high quality technical assistance, training, mentoring and coaching to support sub-partners in setting up and implementing M&E systems, OVC/DREAMS M&E, data quality management, basic data analysis, reporting, and using data for decision-making.
· Liaise with counterparts at international, government, non-government agencies involved in related activities and collaborate in promoting high quality results and complementary efforts
· Manage internal and external data quality audit
· Supervise project Strategic Information team.
· A Master’s degree in public health, epidemiology, biostatistics, demography or related field
· At least seven (7) years of experience in establishing / designing M&E systems and tools and managing data intensive health programs
· Demonstrated M&E experience and leadership on PEPFAR and USAID-funded programs
· Experience with data entry and analysis in PEPFAR’s DATIM system
· Experience designing and overseeing data management systems longitudinal client tracking and layered service reporting.
· Experience with qualitative and quantitative M&E data collection and analysis methods
· Demonstrated up to date knowledge of and experience with PEPFAR reporting and MER indicators
· Proven skills in building M&E capacity of sub-partners in OVC, DREAMS, and/or HIV/AIDS
· Demonstrated experience in designing and managing operational research and evaluations
· Experience in program quality management (both services and data quality) and quality improvement systems
· Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, Government of Eswatini, implementing partners (local NGOs)
· Demonstrated writing and data presentation skills
· Demonstrated skills in project design, implementation and reporting, preferably for USG funded programs
· Experience with DHIS2 strongly preferred
· Experience in working with mobile health data systems (mHealth) highly desirable
