Supply Chain Coordinator At International Rescue Committee

IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity and Northern Bahr el Ghazal states, currently implementing programs in primary health care, community case management, nutrition, environmental health, women’s protection and empowerment, protection and access to justice and livelihoods.

Job overview

This is a key position to the success and delivery of quality programs. IRC defines Supply Chain as those systems and support functions vital to implement programs effectively, inclusive of procurement, logistics, inventory, property and asset management as well as all aspects of vehicle and fleet management. The Supply Chain Coordinator provides strategic leadership and is accountable for the design, planning, execution and monitoring of all supply chain activities at the country level.

Key responsibilities

Supply Chain Planning

The position is responsible for supply chain planning to support program implementation and coordinates closely with internal and external stakeholders. This includes procurement, warehousing, transport and logistics, staffing, distribution and training planning. Further:

• Support procurement and distribution planning for all active grants in close collaboration with Program Coordinators/Managers.

• Coordinate with supply chain field staff ensuring that appropriate storage and warehousing capacity, systems and processes are at optimum level for program supplies, including pharmaceuticals, food and construction materials, among others across all field sites.

• Ensure training and capacity building plans are developed and incorporated into the budgets.

• Ensure that supply chain department is well staffed and roles and responsibilities of each have clear job descriptions.

Procurement Management

The Supply Chain Coordinator owns, leads and drives IRC in country procurement strategies, ensuring that all country program procurement needs are met on time in adherence to Global Supply Chain (GSC) standards. Further:

• Ensure compliance to IRC GSC and donor policies in the procurement of program supplies and assets.

• Ensure review and execution of procurement contracts in timely fashion.

• Supervise the Supply Chain Country Scorecard metrics and plans to ensure delivery of program and operations supplies are consistently delivered on time and at the accurate specifications at all times.

• Coordinate procurement trainings sessions for procurement / tender committees across the entire Country Program.

• Consistently monitor and proactively identify fraud and corruption red flags and address on timely manner.

• Ensure establishment of Master Purchase and Service Agreements for all frequently purchased items and services to ensure a dependable supply and pricing of these as needed.

• Provide technical support to all Supply Chain staff and Field Coordinator / Managers to improve effectiveness and efficiency in the implementation of IRC’s SOPs.

• Ensuring the accuracy of data information on the procurement software (Online BVA )

Inventory Management

The Supply Chain Coordinator is responsible for managing and controlling all inventory and warehouses operations in the country program, ensuring excellent record keeping and implementation of standard operating procedures and control as provided by GSC. Further:

• Support adherence to relevant SOPs related to gold standard inventory management.

• Produce grants ending and year ending inventory report in timely manner.

Assets Management

The Supply Chain Coordinator has overall oversight on the procurement, maintenance, safe keeping and record of all assets and equipment, including administrative, financial, capital and operations of asset in accordance with IRC and donors rules and regulations

Vehicles Management

The Supply Chain Coordinator oversees country fleet and transportation activities, ensuring that all IRC fleet operations are conducted with adherence to IRC vehicles policies and procedures.

Compliance and Ethics

The Supply Chain Coordinator coordinates compliance risk assessments and implements strong procurement controls, identifies and reports procurement red flags, follows up audit corrective action plans and ensures that supply chain activities are conducted in an ethical manner.

Learning and Development

• The Supply Chain Coordinator oversees learning and development initiatives in country and assess training needs, develop training plans for supply chain staff.

• Promote team spirit, cohesion , respect and the IRC way standard for professional conduct among the all supply chain staff in close cooperation with HR department. Adhere to and act accordance with the IRC global and IRC Yemen HR polices and procedures.


• Minimum 5 years of progressive Supply Chain professional experience or equivalent education and experience.

• Demonstrated success as a Supply Chain leader across all fields within supply chain including planning, procurement and logistics.

• Broad knowledge and experience in Supply Chain strategies, market analysis techniques, procurement and contracting, vehicle and fleet management, inventory, property and asset management.

• Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units.

• Able to work effectively in a highly matrixed structure.

• Strong financial management and budgeting skills

• Excellent training and coaching ability

• Fluency in English required, spoken proficiency in Arabic is a plus.

• Ability to travel to remote field offices.

Working environment

Security level: Yellow. The situation in the country is generally calm but can be tense and unpredictable; concerns include criminality, presence of armed troops, and looting.

The position is based in Juba. Lodging for expatriate staff is a private bedroom in a shared IRC guest house – with electricity, internet and cable TV. Food is the individual’s responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.
