Position Title: Technical Director, Clinical Services


HJF is seeking a Technical Director, Clinical Services to support activities of the US Military HIV Research Program (MHRP) PEPFAR-funded HIV Prevention, Care and Treatment support activities under the Armed Forces of the Philippines Health Service Command (AFPHSC) and Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF). This position will be based in Manila, Philippines.

The Walter Reed Army Institute of Research (WRAIR) DOD program works with the Armed Forces of the Philippines (AFP) in coordination with Department of Defense HIV/AIDS Prevention Program (DHAPP), the Philippines Ministry of Health, and the Philippines Department of National Defense to ensure that the partner military is implementing standardized, evidence-based interventions, designed to promote the adoption of HIV prevention behaviors and HIV testing and treatment uptake for all military and other uniformed services as well as other priority populations served by the military health services. The AFP’s President’s Emergency Plan for AIDS Relief (PEPFAR)-supported program will work in tandem with the Philippines Armed Services in Metro-Manila to strengthen health systems and reduce stigma in the Armed Forces at the Victoriano Luna General/Military Hospital (VLMC) in Quezon City, through facility-based services and community interventions ensuring a continuum of care HIV prevention and treatment model.

Job Summary:

The Technical Director, Clinical Services secures and coordinates cooperation with and support from US Government, the Philippines Ministry of Health (MoH), the Philippines Department of National Defense, officials and in-country agencies as it relates to the need and goals of prevention, care and treatment and research activities supported by HJF. The Technical Director, Clinical Services works with health facility staff to implement PEFPAR strategic approaches and interventions to achieve the UNAIDS 95-95-95 objectives: identifying 95% of the estimated persons living with HIV (PLHIV) across all age groups and genders, linking 95% of those identified to effective treatment, and supporting adherence and continuity so that 95% of those that initiate treatment become virally suppressed.

Primary Responsibilities:

  • Provide technical leadership and coordination to effectively manage PEPFAR-supported HIV program and prevention activities in the AFP. The incumbent oversees and guides the day-to-day implementation of the annual PEPFAR workplan and continuously reviews performance to ensure targets are achieved
  • Directly supervises Operations Manager, coordinates,with AFP medical command leadership and provides direct support to AFP staff working on TB and HIV activities (i.e. infectious disease specialists, hospital infection control committee personnel) in the PEPFAR supported military facilities
  • Coordinate with procurement agents/vendors to plan the ordering, procurement, supply, and distribution of antiretroviral therapy and related treatment products and assist with calculation and documentation of consumption rates
  • Review existing health related policies in relation to current public health and WHO guidelines and make recommendations to military leadership for policy changes specific but not limited to sexually transmitted infections
  • Facilitate the coordination and provide direct support in the implementation of multi-level stigma and discrimination reduction workshops with military leadership, military healthcare workforce, troops, and military PLHIV
  • Support the development and mapping of an efficient diagnostic network of AFP sites, with a focus on VLMC and AFP sites in Manila
  • Work with technical experts to improve the efficiency, timeliness and reliability of sample collection, referral, testing, results return for HIV testing, viral load, EID, TB and other opportunistic infection (OI) screening
  • Regularly liaise with PEPFAR team at HJF headquarters on programmatic issues including laboratory, HIV prevention and treatment, TB, operational research/impact evaluations, monitoring and evaluation
  • In coordination with the Strategic Information team at HJF headquarters, develop a standardized approach and set of tools for monitoring and implementation of program and laboratory testing quality and provide support and mentoring of existing partner military staff for data entry
  • Foster and promote the development of peer networks and virtual learning platforms
  • Collaborate and strengthen rapport with Philippines Department of National Defense Headquarters, AFP Surgeon General, AFP Health Service Command and military medical facility/ies leadership through monthly review of results and progress
  • Provide interagency coordination and liaise with the US embassy Manila PEPFAR representative, USAID Philippines, WHO Philippines, AFRIMS/PAVRU, and non-governmental organizations engaged in HIV related work in the integration and synchronization of the HIV AFP programwith other existing local HIV programs
  • Ensure the visibility of the PEPFAR HIV program with the Philippines Department of National Defense and integration of the PEPFAR HIV program with the Philippines Department of Health HIV programs, highlighting technical and programmatic innovations and strengths

Job Specifications:

Minimum Education and Professional Experience Requirements:

  • Doctor of Medicine is required; specialized training in Internal Medicine/Family Medicine/Infectious Diseases or Master of Public Health (MPH) is preferred
  • Knowledge and experience of the AFP healthcare setting/health systems is required
  • Knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of care and support programs is required
  • Strong knowledge of HIV and TB disease transmission and prevention based upon training or experience; knowledge and experience regarding community and clinic-based programs for HIV prevention and provision of care
  • Detailed knowledge of the host government health care system and structures including familiarity with AFP and DOH HIV policies, program priorities and regulations is required.
  • Ability to coordinate and collaborate with implementing partners, Government of the Philippines at national and county levels, and other stakeholders
  • Demonstrated skills in team management to plan, organize and implement multi-disciplinary interventions
  • At least five years’ experience in managing complex HIV and AIDS care and treatment experience with USG HIV and AIDS programs is a plus

Required Knowledge, Interpersonal Skills and Abilities:

  • Strong communication and interpersonal skills; demonstrated effective verbal and written communication skills
  • Prior military experience in the AFP is desirable and/or the ability to work effectively with military colleagues in a structured environment
  • Fluency oral and written English communications skills and additional fluency in local dialect to develop and maintain effective working relationships with national and international health partners are required.
  • Demonstrated experience successfully managing relationships with governments, donors, and other partners in a complex political environment
  • Excellent organizational, analytical and interpersonal skills and meticulous attention to detail
  • Program management experience in international settings
  • Sound versatility and integrity, as well as leadership and decision-making skills
  • Knowledge of applicable USG procurement and contracting policies a plus
  • Ability to independently troubleshoot tasks and challenges with minimal supervision under tight deadlines
  • Able to maintain a high standard of professionalism, in terms of conduct, comportment and execution of responsibilities

Physical Capabilities: Incumbent will be based in Manila with occasional travel as necessary to perform job duties.

Supervisory Responsibilities/Controls: Incumbent will report to the HJF Program Manager, Department of Retrovirology, Armed Forces Research Institute of Medical Sciences (AFRIMS), while working in close collaboration with the WRAIR DOD Program Manager and the MHRP PEPFAR team based in Bethesda, Maryland

Work Environment: Office/field environment; May require working evenings and weekends, as necessary
