Primary Responsibility:

The WASH & Shelter program Manager will be one of the key positions within ATAA team. S/he will manage, and gradually strengthen the capacity of a team of program and consultants responsible for conducting WASH & shelter needs assessment in conflict-affected areas and monitor the technical work.

The WASH and Shelter Program Manager will manage the WASH and Shelter integrated program in which water, sanitation, hygiene promotion, and shelter activities are strongly linked.

The WASH and Shelter PM will line manage a Water, Sanitation & Shelter Team Leader and a Hygiene Promotion Team Leader. The WASH and Shelter PM will ensure that the established Emergency and stability situations WASH and Shelter Strategy is followed and will adapt it when necessary according to changing context requirements in consultation with Programs Manager.

Direct supervision for using the data generated from assessments to prepare regular assessment reports and share them with other humanitarian actors in order to inform program delivery and to improve operational coordination. S/he will design projects to address identified needs, gaps and supporting the management of monitoring of WASH & shelter activities.

This position will report to the Programs Manager and will work closely with Emergency Response and Protection program team, Partnerships Manager, Safety and Security Manager, M&E team, and coordinating with the related clusters.

Responsibilities and Tasks

#1 WASH & Shelter Programs planning and development:

• Contribute to building and developing the ATAA’s strategic plan related to the WASH and Shelter sector.

• Work to develop the program and prepare interim and annual plans for activities and projects related to shelter water and sanitation.

• Contribute to building partnerships with potential donors to serve the program’s plan.

• Contribute to developing plans and studies for projects that achieve integration between the WASH and Shelter sector and the rest of the institution’s sectors.

#2 WASH & Shelter Projects Implementation and Qualıty control:**

· Provide coaching and mentoring to program team, consultants, and field staff; arrange training for consultants/partners as relevant/possible

· Develop projects/programs tools, including assessment questionnaires, profile, operation plans, programs/ projects reports, statics, SoPs….

· Ensure WASH & shelter activities are on track and adhere to project proposals, implantation plans, budgets, and donor and ATAA regulations and requirements.

· Oversee ongoing technical assessment processes; generate high-quality assessment reports and BoQs and share assessment reports and engage with relevant humanitarian actors.

· In collaboration with Emergency Response and Protection ATAA’s staff, oversee emergency response activities related to WASH & Shelter needs identifying through rapid assessments

· Support M&E and technical teams with monitoring and data collection activities for other projects as needed and working closely with them to ensure necessary monitoring systems are in place.

· Prepare inputs for ATAA sitreps.

· External representation as needed, especially in meetings with partners, donors, and in the WASH, shelter/NFI, and CCCM clusters and sector working groups.

· Supporting the L&P department by preparıng the technıcal Specifications, reviewing contracts technically, preparing technical scoring and evaluations for services, equipments…

· The ability to assess the community’s needs and requirements in relation to the technical aspects of camp activities / shelter / water and sanitation.

· Conducting integrated assessments of the needs of integrated and multi-sectoral projects.

· Designing appropriate vulnerability criteria for selecting beneficiaries in the area and ensuring community participation and transparency.

#3 Program Financial/Asset Management

· Support procurement and financial processes related to WASH & Shelter projects, and ensure they are in line with ATAA policies and procedures

· Ensure that Projects expenditure is being coded correctly and consistently and that donor funds are used solely for the purposes for which they were granted and in accordance with relevant partners and donor guidelines.

· Working closely with Partnership Manager and finance team to review and approve partner expenses and reports.

· Ensure regular payments based on continuous performance management and monitoring.

· Check the monthly Projects financial reports for accuracy and appropriateness.

· Regularly discuss with financial concerning financial reporting issues, errors, trends, payment delays, and related matters..

· Monitor expenditure on a monthly basis against the approved budget. Review expenditure projections to ensure that expenditure stays within budget. Significant actual or anticipated expenditure variances against the budget should be included in the monthly report to programs manager together with any recommendations for changes to the budgets.

· Review and finalize projects financial reports to donors

#4 Program Staff’s Management

· Develop, define and maintain updated job descriptions for WASH & Shelter staff and consultants.

· Ensure that all staff clearly understand their roles and responsibilities. Based on their job descriptions monitor staff performance and provide constructive feedback to staff in line with ATAA ‘s performance management procedures.

· Identify the key skills required by all Project staff to effectively fulfill their designated roles and where necessary suggest or plan staff training to fulfil such needs as well as provide on the job training and coaching/mentoring.

· Ensure that staff participate in the development of project weekly/monthly work plans.

Perform other duties as assigned.

Required

Bachelor’s degree in civil engineering or relevant field and equivalent.

Experience

Required:

· 3-5 years of experience managing humanitarian projects in the field.

· At least 3 years of experience with managing WASH and Shelter projects.

· Experience with data management, especially in the analysis of large sets of data and in data illustration

· Experience with electronic data collection systems.

· Strong experience working with international partners and donors.

· Experience with remote management

· Experience working on technical assessments and preparing assessment reports including all drawings, BoQs and other related documents

· Advanced written and spoken English Language skills

· Strong skills in written communication, including report writing , proposals and concept note

· Strong skills in interpersonal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment

· Experience with monitoring and evaluation activities and principles

· Comprehensive understanding of the Syrian conflict and context

· Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts

· Competence with MS Office applications, including ( Word, Excel and Outlook) AutoCAD, civil engineering softwares.

· Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.

· The flexible, creative and solution-oriented approach in an innovative environment
