WHO ARE WE

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles (financial, cultural, geographical, etc.).

In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society (homeless people, undocumented people, drug users, sex workers, etc.); children in vulnerable situations; women (supported in their fight for equality or against sexual violence, for example); migrants or displaced people and victims of crises or conflicts.

To carry out our mission, we base ourselves on three pillars:

  • Treat : provide real access to care for populations.
  • Change : more than helping, we want to change things in the long term.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

CONTEXT

In the east of the Democratic Republic of Congo (DRC), following the chronic conflict that has raged there for several decades, access to care is seriously hampered, either by a lack of structures, the distances to travel to reach care, or limited access due to violence.
At the end of 2021, the number of internally displaced people in the DRC was estimated at nearly 5.6 million people, the majority of whom in the three provinces of South Kivu, North Kivu and Ituri. Half are women, and women’s health is a major issue. In addition to the general lack of access to care, women and girls are also victims of the trivialization of rape in society.

In South Kivu, we work on a Sexual Reproductive Health and Rights program in Bukavu and Uvira. In the Kabare and Kalehe territories, we are implementing a “One Health” approach which aims to coordinate human, animal and environmental health stakeholders.
Furthermore, MdM BE is implementing a multi-sectoral intervention project for the benefit of vulnerable people affected by conflicts in the health zones of Itombwe and Minembwe.

Our main donors in the DRC are: BHA, ECHO, MAE France, DGD Développement, DGD humanitarian, DDC.

THE ESSENTIAL

Under the hierarchical supervision of the Consortium Coordinator and functional supervision of the Financial and HR Coordinators, this role ensures the financial and human resources management of projects implemented in the Hauts-Plateaux health zone.

TASKS AND RESPONSIBILITIES

Under the supervision of the Consortium Coordinator, the Administrative and Financial Manager is responsible for:

Admin/HR:

  • Ensure project staff and administrative files are updated and ensure physical and electronic archiving.
  • Implement HR policies and tools at project team level and support the HR Coordinator in their possible updates.
  • Ensure application of internal regulations, manage staff leave and absences.
  • Establish project staff employment contracts for signature as well as contract renewals and/or contractual amendments.
  • Send to the mission HR Coordinator
    • All administrative data for the management of services, declarations to social organizations from project staff.
    • A monthly HR project report, ensuring the quality of the information contained in this report.
    • Monthly project salary data.
  • In collaboration with the Consortium Coordinator and the HR Coordinator, carry out disciplinary procedures and investigations, if necessary upon instruction from the Coordination.
  • Produce and update project organizational charts, ensuring their consistency with operational needs.
  • Organize and participate in recruitment, onboarding and debriefings of project staff.

Finance :

  • Ensure control of accounting and analytical allocations in accordance with approved budgets, verification of accounting documents, control of cash inventories and bank reconciliations.
  • Ensure the monitoring and regularization of advance accounts.
  • Ensure the sending of monthly accounting closings to the Mission’s Financial Coordinator in compliance with closing and archiving procedures for supporting documents.
  • Actively participate in the development of project budgets.
  • Produce & communicate to the various managers the monthly budgetary monitoring of the projects with the expenses incurred, update the forecast expenses with the Consortium Coordinator (including financial coverage).
  • Prepare and communicate to the End Coordinator the financial reports of the donors (intermediate and final reports).
  • Prepare and communicate cash flow requests for sending to the mission’s Financial Coordinator.
  • Organize the movement of funds between coordination and the bases in accordance with internal procedures (funds security manual). Maintain the fund security checklist on the various projects.

As a Team Manager : coordinate the work and tasks of the different members of the Finance & HR teams under his direct responsibility, in order to guarantee an optimal working environment according to the means and priorities of project activities.

Examples of tasks:

  • Identify human resources needs, oversee recruitment, create/revise job descriptions and facilitate the introduction of new team members.
  • Supervise team members; develop annual action plans, set individual objectives, carry out evaluations, organize back-ups in the event of leave or absence, take disciplinary measures.
  • Supervise the Financial Assistant in carrying out their tasks.

As a member of the project team , you represent the organization to external organizations; you contribute to analyze, communicate and make the necessary improvements, in order to enable the optimal running of HR & Financial processes on the bases

Examples of tasks:

  • Participate with the project team and country coordination in thinking about the development/programming of projects.
  • Write regular reports on its activities.
  • Carry out ad-hoc internal controls on projects.

YOUR PROFILE – International and national

Studies/training and Experience

  • Bac + 3 in economic sciences; financial management
  • BIOFORCE type training: financial management and HR an asset
  • Experience of at least 3 years in administrative and financial management in an NGO required
  • Experience in the DRC desired

Skills and qualities required

  • Mastering French ; Knowledge of English and local languages ​​of the DRC is an asset.
  • Mastery of the Office package and SAGA.
  • Capacity for analysis, synthesis and rigor.
  • Ability to organize work and manage priorities, under high professional pressure and in humanitarian crisis contexts.
  • Effective and efficient communication with others.
  • Autonomy and very good stress management.

WE OFFER

  • Expatriate fixed-term single posting contract (CDD) until the end of December 2024, renewable subject to funding.
  • A gross salary of €2752.36 for 5 years of experience; a gross salary of €2892.76 for 10 years of experience. Per diem €635. Recognized relevant experience. Depending on your tax residence, a withholding tax may be deducted.
  • Position location: Minembwe, guesthouse accommodation.
  • Starting position: June 2024 (ASAP).
