Who are we ? :

Inter Aide is an association specializing in carrying out concrete development aid programs, carried out with particularly deprived families living in rural areas.

In 2023, Inter Aide manages 51 programs spread across seven countries (Ethiopia, Guinea, Haiti, Malawi, Madagascar, Mozambique and Sierra Leone).

Inter Aide has been working in Madagascar since 1994 in the design and implementation of development projects in rural areas in 3 areas:

  • Access to water, hygiene and sanitation and support for the development of public water services (in partnership with local NGOs Soakoja and Tehyna) – 4 programs
  • Support for family farming and reforestation activities – 2 programs
  • Community health and reduction of infant and child mortality – 3 programs

The mission :

You work in close collaboration with the Sector Heads, the administrative and financial Managers (1 based on site and 1 at headquarters) and the Program Managers present in the field. Through communications and regular field missions in the different regions of intervention, your main functions will be: Administrative, financial and logistical coordination:

  • Ensure the daily operation of the Antananarivo office (supervision of a team of 8 people)
  • Support the strengthening of administrative and logistical procedures and supervise their monitoring (audit, payment of taxes, monitoring of visas and employment authorizations for expatriates, monitoring of deliveries, etc.);
  • Check and validate the accounting of the Antananarivo office and that of the programs in conjunction with the Administrative and Accounting Manager and the two administrative and financial assistants;
  • Manage the cash flow of the Antananarivo office, consolidate and validate the monthly request for sending funds to headquarters in accordance with the needs reported by the Program Managers;
  • Ensure the monitoring of employment contracts for local Program Managers (development of contracts and amendments, monitoring of leave, etc.) and ensure compliance – particularly with regard to the salary scale in force – of contracts established in the region at the level of the different programs;
  • Ensure the application of the NGO’s internal regulations and established procedures, ensure compliance with Malagasy regulations in force;
  • Supervise the logistician and his assistant in charge of purchasing, preparing and monitoring various orders reported monthly by the Regional Program Managers;
  • Ensure compliance with purchasing procedures (funders, rules for importing vehicles and other goods);
  • Carry out regular visits to the various programs in the region to support the teams on financial, administrative and logistical aspects: monitoring of HR management (archiving of contracts, compliance with internal regulations, etc.), management and maintenance of the vehicle fleet, accounting monitoring, inventory and stock processing, compliance with administrative procedures, etc.

Relations with national and regional authorities:

  • Ensure the preparation, monitoring and renewal of the NGO Headquarters Agreement (to be renewed every 2 years) in conjunction with the various supervisory ministries concerned;
  • Ensure that regular exchanges are maintained with representatives of the Ministries and their decentralized services, mainly at the level of the Analamanga Region;
  • Participate and represent the NGO in any relevant meeting or workshop organized and relating to Inter Aide’s sectors of intervention in Madagascar;
  • Maintain monitoring of political orientations and ensure that the actions implemented are consistent with Malagasy policy and guidelines.

Relations with financial and operational partners:

  • In specific cases, you may be required to locally represent the structure with financial and operational partners, in order to maintain the relationship with their local representation. If necessary, you may also be asked to participate in the preparation of funding requests or activity reports intended for local funders;
  • Contribute to building the capacity of local partners, provide support for the management and programming of their activities, monitor actions carried out in partnership, help partners represent their organizations and support them in fundraising.

Required profile :

  • You have higher education in administrative and financial management, and/or purchasing-logistics management or other relevant training.
  • You have skills in accounting and financial management, logistics management, team management and administrative and legal management, in similar contexts.
  • You have had professional experience in a similar position or context of at least 4 years. You have worked with local authorities in a similar context.
  • You have had experience in developing countries, desired experience in an NGO.
  • You master the Office Pack.
  • You demonstrate rigor and are able to work with a minimum of supervision.
  • You have a sense of diplomacy and the ability to communicate in a multicultural environment.
  • You have the B license.

Conditions :

  • VSI status mission of 24 months renewable
  • Monthly allowance of 1400+ field allowance
  • Complete social coverage (CFE + mutual) and repatriation insurance
  • A return plane ticket at the start and end of the mission from home or mission location + an annual return plane ticket from the mission location to headquarters.
  • Possibility of departure as a couple or family.
