Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced people and victims of crises or conflicts.

To carry out our mission, we base ourselves on three pillars:

  • Treat : provide real access to care for populations.
  • Change : more than helping, we want to change things in the long term.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

In the east of the Democratic Republic of Congo (DRC), following the chronic conflict that has raged there for several decades, access to care is seriously hampered, either by a lack of structures, the distances to travel to reach care, or limited access due to violence.

At the end of 2021, the number of internally displaced people in the DRC was estimated at nearly 5.6 million people, the majority of whom in the three provinces of South Kivu, North Kivu and Ituri. Half are women, and women’s health is a major issue. In addition to the general lack of access to care, women and girls are also victims of the trivialization of rape in society.

This is why Médecins du Monde has been present on site for several years.

In South Kivu, we work on a Sexual Reproductive Health and Rights program in Bukavu and Uvira. In the Kabare and Kalehe territories, we are implementing a “One Health” approach which aims to coordinate human, animal and environmental health stakeholders.

Furthermore, MdM BE is implementing a multi-sectoral intervention project for the benefit of vulnerable people affected by conflicts in the health zones of Itombwe and Minembwe.


Under the supervision of the Financial Coordinator, the Deputy Financial Coordinator is responsible for supporting all financial activities on the mission and ensuring, in the event of his absence, the interim financial coordinator.


Under the supervision of the Financial Coordinator, the Deputy Financial Coordinator is responsible for:

  • Guarantee the consolidation of financial and accounting data
  • Guarantee quality support to the entire mission finance team
  • Guarantee the consolidation of the different financial reports from the different offices
  • Guarantee the adequacy of cash requests with the budgets and/or financing of donors
  • Guarantee good supervision of the country finance team
  • Organize and participate in donor audits
  • Organize internal audit within MDM offices in the DRC
  • Organize internal control and ensure that the team takes ownership of the department’s objectives
  • Ensure that finance work tools meet current mission requirements
  • Ensure financial procedures are up to date and meet mission needs
  • Ensure that each office has the financial resources necessary to operate

Cash management:

  • Produces and consolidates monthly cash flow forecasts for all projects and submits them to the financial coordinator for validation following the deadline established on the mission
  • To proceed with the provisioning of base accounts while ensuring compliance with the fund security rules in force on the mission and to ensure that the projects have sufficient cash to carry out the activities
  • Monitor and organize payments to be made to coordination on behalf of projects

Accounting and financial management:

  • Responsible for final monthly accounting closings (control of accounting, analytical and budgetary allocations, lettering of advances, internal transfers,) and ensures their sending to the Financial Coordinator within the planned deadlines via the monthly closing checklist;
  • Implementation of the latest versions in the field.
  • Preparation and distribution of information necessary for the use of these new versions
  • Regular update of parameters (exchange rate, project codes, etc.)
  • Verification of the conformity of accounting between field and coordination.
  • Ensures compliance with fund transfer procedures
  • Ensures compliance with internal control procedures
  • Ensures compliance with acquisition procedures
  • Monitor monthly and annual closing procedures

Budget management :

  • Updates the detailed budget monitoring of the mission
  • Preparation of mission budget monitoring (analysis of donor and project consumption)
  • Alerts finance coordination in the event of a particular event (exceptional expenditure, under-consumption, etc.)
  • Analyzes the various discrepancies under instructions from the Finance coordinator
  • Hold the dashboard
  • Support in controlling and rationalizing base operating costs

Funding management:

  • Manages the financial reporting process
  • Collaborates in the production and archiving of intermediate and final financial reports according to donor deadlines and outlines;
  • Collaborates in the preparation of the pre-audit of donor financing contracts (invoices, presentation of binders);
  • Collaborates in the construction of the financial part in the writing of projects or program proposals;
  • Collaborates in the realization and proposals of budgetary adjustments;
  • Contributes to the improvement of internal project management procedures;
  • Gathers all the necessary documents to present to donors for audits (accounting documents, etc.);
  • Participates in the preparation of monthly, interim and final financial reports according to the lessor’s financial report model

Security of funds:

  • In collaboration with the Financial coordinator, ensures the framework for implementing security of funds on the mission;
  • Support in the process of briefing MdM BE staff on the fund security policy;
  • Ensures that the funds security checklist is kept up to date and systematic sending of modifications;


Studies/training and Experience

  • Postgraduate diploma in Accounting, Finance or Auditing.
  • 4 years of professional experience in international NGOs
  • Have proven professional experience of at least 2 years in the position
  • Have relevant experience in budget monitoring, fund management and reporting

Skills and qualities required

  • Have a good ability to work in a team and in a multicultural and multidisciplinary environment
  • Have good managerial skills (sense of efficiency and results)
  • Have a sense of organization and priority management
  • Have good written (reporting) and oral communication skills
  • Languages: French read, spoken, written fluently; English: read, spoken, written fluently
