General function of the position

The position is under the direct supervision of the National Representative (Rep). The function and tasks are among others:

Work closely with the MCC Rep(s), Finance and Administration Officer and other officers in the same office for maintaining financial reports and day-to-day accounting management, creating reports financial, ensure that the organization is in compliance with the law, enter all movements affecting program funds in the appropriate book/journal account, following accounting and budgetary entries, and manage invoices and payments. He/She will also make withdrawals and payments.

The person to be hired for this position is a local person who will be paid by the organization. The contract is for one year including 3 months trial. The employee must have a high level of precision and be attentive to details as well as good relationships with partners and have communication skills (use of email, WhatsApp and telephone) and negotiation. The employee must have excellent time management and submit reports on time.

The employee must be willing to be flexible in their working hours. While much of the work can be accomplished during working hours, 8 a.m. – 4 p.m., there will be times when necessary work must be done in the evenings and weekends. Work outside normal working hours does not give rise to additional payment.

**Responsibilities (**Among others)

Financial management

  • Enter all daily financial transactions and verify documentation (supporting documents).
  • Assist the MCC Representative in budget preparation and monitoring.
  • With the Representative and the Secretary, reconcile the pay in the cash register each week and each month. Reconcile the bank every month.
  • Perform weekly and monthly cash reconciliation in collaboration with and approved by the Secretary and then submit reports to the MCC Representative weekly and monthly for approval. Reports must be submitted on time.
  • Prepare funds transfer reports to be submitted weekly to the MCC Representative.
  • Prepare monthly reviews of financial reports approved by the MCC Representative.
  • Verify the statements of requirements prepared by the Secretary and submit them to the MCC Representative for approval.
  • Enter financial data in Faswin, reconcile staff Monthly Financial Reports (PMRs), balance in the cash register and the bank.
  • Prepare annual financial statements for the Burundian Revenue Office or the Institution responsible for registering non-profit associations.
  • Ensure the payment of taxes in collaboration with the Officer in charge of Finance and Administration.
  • Provide support to MCC workers in financial reporting and monitoring.
  • Train domestic and foreign agents on appropriate finance processes.
  • Develop knowledge of current laws on accounting and financial practices.
  • Review partners’ financial reports and assist the Representative and the Finance and Administration Officer with partner financial matters.
  • Provide assistance in maintaining office records.
  • Ensure honesty and financial integrity.
  • Perform other tasks as designated by the supervisor (Rep).
  • Respect working hours – be on time.

Relations with Partners

  • Work in close collaboration with partners in the preparation of financial reports as needed, in August, December and April, following the MCC model. The reports will be placed in the PlanWin program.
  • Provide assistance in building partner capacities in financial accounting, transparency and reporting.
  • Provide assistance to the Representative of MCC Rwanda-Burundi and the Officer in charge of Finance and Administration in the following areas in compliance with the Law:
  • Prepare tax payments and reports as required by law.
  • Assist the Rep in the financial audit of partners and regular financial reviews of MCC in collaboration with the Officer in charge of Finance and Administration.
  • Provide input into personnel policies and procedures.
