Context

Mexico is a country of origin, transit, destination and return of girls, boys and adolescents (NNA) in situations of mobility, which represents great challenges. Chiapas is the main entry and return door for children and adolescents and migrant families from countries such as Venezuela, Honduras and Guatemala. It has also registered a migratory flow of people from Caribbean countries, such as Haiti and Cuba, Venezuela and other countries on the Asian and African continent. During the year 2023, the National Migration Institute (INM) identified 1,156,773 people in a migration context. Likewise, the Mexican Commission for Refugee Assistance (COMAR) received 77,450 applications in its Tapachula office during the same period, which represents 54% of the applications for refugee status in the country.

When girls, boys, adolescents and pregnant women arrive in Mexican territory, most of them have already gone through various situations that have prevented the exercise of their rights. Regarding the right to health, there are barriers that can prevent access and enjoyment of this right, resulting in the deterioration of one’s physical condition. Despite the lack of information for the context of children on the move, it is consistent to say that girls, boys, adolescents and pregnant women on the move suffer from difficulties in accessing health services when entering the national territory. It is important to emphasize that, within this group, there are women in the gestational period and children under two years of age, who are especially vulnerable due to the period of development in which they are found. Some of the difficulties they experience in accessing public health services are the following:

  • Discrimination in health centers based on nationality.
  • Lack of knowledge of the right to health on the part of people in the context of mobility.
  • Regulations that make access to health services difficult by not having official Mexican documents.
  • Lack of access routes to health services.
  • Language barrier.

Main activities

1) Develop a situational diagnosis of health services and access barriers faced by people in the context of mobility in the municipalities of Cd. Hidalgo, Tapachula and Huixtla in the State of Chiapas.

2) Activate and strengthen inter-institutional roundtables for access to health services for people in the context of non-Mexican human mobility.

3) Creation of a proposal for an inter-institutional reference and counter-reference mechanism for comprehensive health care for the non-Mexican mobile population.

Deliverables

Deliverable 1:   Situational diagnosis of access to public health services for people in the context of non-Mexican human mobility in the municipalities of Cd. Hidalgo, Tapachula and Huixtla.

Deliverable 2:   Reporting and monitoring of the inter-institutional migration health table.

Deliverable 3:  Monitoring of agreements to strengthen inter-institutional coordination.

Deliverable 4:  Final product of thesub-route that includes: 

  1. Diagnosis
  1. Terms of reference and reporting of the inter-institutional coordination tables.
  1. Mapping interaction of services, barriers to access to services (including regulatory barriers).
  1. Directory of authorities and types of public services and NGOs in health matters.
  1. Proposal for an inter-institutional reference and counter-reference mechanism. 
  1. A Power Point presentation of the process and results obtained.

Profile required

It is expected to hire a consultant with the following characteristics:

Education:  

  • Bachelor’s degree in health sciences (public health, medicine, administration of health institutions) social sciences (law or international relations ) or related field 
  • Knowledge in public administration, personal health services, comprehensive health care routes.

Experience :

  • Experience in preparing diagnoses on the provision of personal health services that include coverage, care capabilities, barriers, among others.
  • Experience in the preparation of technical documents, preferably, that demonstrates experience in developing projects for comprehensive care routes, maternal and child health, access to health services, and populations in vulnerable contexts.

Languages :

  • Fluids in Spanish

Labor conditions

This consultancy must be based in Tapachula, Chiapas and does not contemplate travel, in accordance with what is described in the terms of reference.

Technical and economic proposed characteristics
