COOPI is looking for a Regional Coordinator for its offices in Bogota

The Regional Coordinator represents COOPI and supports the Organization’s intervention in the geographical area of ​​interest, ensuring that COOPI’s mission and vision are respected in the countries’ strategy and in the implementation of program activities. He is responsible for all the organization’s activities in the country area and promotes relations with the various stakeholders (national and international). He carries out periodic missions to check national coordination and programs.

Role responsibilities

Institutional relations

  • Develops and enhances relationships with the various stakeholders (national and international): donors, institutions, authorities, national and international NGOs, local counterparts, in order to guarantee possible and better management of ongoing activities;
  • Coordinates the development of relationships with stakeholders in Italy and Europe with the headquarters .

Strategy and programming/planning

  • Develops and proposes to the Management the priorities for intervention to achieve the Organization’s objectives in the geographical area, collaborates with the heads of the Missions in the preparation and periodic updating of the respective Strategic Planning documents and Operational Plans ;
  • Carry out continuous monitoring/supervision of the implementation of strategies and operational plans in the Country Coordinations.

Program/project monitoring and management

  • Supervises the process , writing and preparation of the documents necessary for the presentation of new projects , with the support of the headquarters;
  • Ensures the supervision of narrative and financial reports , the sending of all official project documentation (contracts, official correspondence, reports, narrative and financial, partnership agreements, etc.) and the preparation of the monitoring documentation required by the headquarters for the donor management .

Administrative and financial management

  • He is responsible, with the support of the field offices under his responsibility, for the analysis of both the forecast and final balance sheet , and of the financial and economic trends of the country under his responsibility. (Preparation of the annual budget and reviews).

Human resources management

  • In collaboration with the Human Resources office, the Headquarters Operations and Processes Representative and the country coordinators, it guarantees the selection and negotiation of expatriate personnel in order to establish the terms of the contract (TDR, mission plan at headquarters and in the country, contractual amount, security benefits and other types of benefits);
  • Controls the correct flow of documents relating to the management of expatriate human resources between the headquarters and the countries of interest: activates and concludes the negotiation process, supervises the preparation process, signs and presents the contract;
  • Supervises the Country Coordinations in the management of local staff and expatriates and the correct application of safety procedures.

Safety

  • Monitors the security situation within the country of interest in close contact with the heads of mission and in collaboration with the headquarters focal point and management , takes the necessary decisions in the event of crisis situations;
  • Ensure contact with United Nations agencies , who are aware of security within the country of interest.
  • Monitors the application of safety guidelines and procedures in the countries of jurisdiction.

Institutional Communication

  • In collaboration with the headquarters’ central communication office, it coordinates visibility and communication activities in the countries of interest;
  • Guarantees the application of the guidelines established in the institutional communication manual in the countries concerned.

Internal procedures and relations (Head office-Countries)

  • It guarantees, in collaboration with the central offices, the preparation and updating of the countries’ safety rules and procedures in harmony with COOPI’s internal procedures ;
  • Ensures compliance with donor procedures and contractual limitations and COOPI contractual procedures.

Profile of the candidate

Essential

  • University degree, or other relevant academic background with particular attention to international relations, cooperation and development, humanitarian management and emergencies;
  • At least 10 years of work experience , as head of mission / coordinator and program manager;
  • Previous experience in human resources management ;
  • Proactive attitude in terms of planning and coordination with various bodies, institutions and local authorities ;
  • Excellent leadership skills , aimed at managing and motivating a multicultural team;
  • Positive ability to tolerate stressful and complicated situations;
  • Goal orientation and aptitude for problem solving;
  • Good knowledge and use of the Spanish, English and Italian languages, both written and spoken ;
  • Previous writing and project management experience;
  • Good report writing skills ;
  • Good administrative skills;
  • Stress management.

Desirable

  • Previous experience in COOPI abroad;
  • Previous experience in Latin American and Caribbean countries;
  • Knowledge of the French language.
