Context:

The International Organization for Migration (IOM), the UN Migration Agency is a dynamic and growing inter-governmental organization, with 172 member states. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, in order to maximize its benefits and minimize its negative effects.

IOM’s Migration Health programmes address the health needs of individual migrants as well as the public health needs of transit and host communities by assisting governmental and non-governmental partners in the development and implementation of relevant policies and programmes. Under the overall supervision of the Deputy Chief of Mission (DCoM), the direct technical supervision of the Programme Manager (Migration Health) in Maputo and administrative supervision of Head of Sub-Office in Pemba, and in coordination with the relevant units at Headquarters (HQ) and the Regional Office (RO), the Programme Officer (Migration Health) will support and coordinate project planning, implementation, reporting, and have overall responsibility for implementing the monitoring and evaluation activities of projects under the Migration Health Division (MHD) and contribute to portfolio development.

Core Functions / Responsibilities:

Project Support

1. Contribute to the design of, and implement, monitor and report on one or more Project(s) related to Global Health Security and Health in Emergency within the Migration Health Division portfolio.

2. Coordinate Emergency Health projects’ activities planning and implementation with teams and Sub-Offices at provincial level to facilitate the alignment of projects’ results and monitoring throughout the country.

3. Coordinate and support field staff and implementing partners for the timely and quality delivery of MHD projects activities, based on a Results-Based Management (RBM) framework approach, including assistance to field teams in developing quarterly workplans.

4. Provide project administrative support for timely delivery of activities, including budget expenditures tracking and checking that expenditure is in line with timeframes and allocated funds.

5. Support synergies and knowledge sharing across MHD projects’ portfolio and linkages between Emergency Health, Global Health Security programming and other migration health programme streams (including Sexual and Reproductive Health and Rights (SRH-R), HIV, TB) under the direct and overall guidance of the Programme Manager (Migration Health) to help align the strategic MHD approach throughout all programming.

Monitoring, Evaluation and Learning

6. Implement the Monitoring and Evaluation (M&E) activities of assigned IOM projects under the Migration Health Division. Contribute to the development of M&E systems and tools, in close coordination with Programme Manager (Migration Health); check that monitoring and evaluation arrangements comply with donor agreements and programme requirements.

7. Provide technical guidance and contribute to strengthening the capacity of Implementing Partners on the use of M&E tools, M&E system, and quarterly reporting.

8. Provide technical support for the design, inclusion and analysis of relevant indicators measuring the health of migrants in national and other health information and surveillance systems, engaging directly with counterparts in the GoM’s/MISAU’s information department.

9. Assist with the identification, documentation and dissemination of lessons learned and best practices, and contribute to external publications.

Advocacy and Portfolio Development

10. Participate in and contribute to relevant United Nations thematic working groups and joint teams to support the fulfilment of the rights of mobile and migrant populations, including emergency health cluster coordination platforms, among others.

11. Liaise regularly with key stakeholders and participate in relevant national and local sectoral meetings and working groups to contribute to maintaining durable partnerships.

12. Support fundraising for the MHD portfolio by providing inputs for the development of concept notes and project proposals.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Public Health, Epidemiology, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in coordinating and managing projects related to outbreak preparedness and response, health emergencies or health security at a global, regional or national level;
  • Experience working with mobile and migrant populations, and other vulnerable populations;
  • Previous experience developing or implementing studies or data collection systems that map population mobility and public health considerations;
  • Experience in project implementation and in the design and implementation of M&E plans;
  • Proven experience with results-based approaches, M&E methods, design and implementation of M&E systems, information/data analysis and report writing;
  • Previous experience in engaging with United Nations (UN) and international health agencies and donors, including experience in designing & managing joint UN programme;
  • Experience with United States Agency for International Development (USAID), Centers for Disease Control and Prevention (CDC) and President’s Emergency Plan for AIDS Relief (PEPFAR) funding mechanisms and reporting processes would be an asset;
  • Demonstrated experience with electronic databases (such as DHIS2, Therapy Edge) and electronic data collection, analysis and visualization platforms (such as Kobo, CommCare,etc.), as well as working with research institution;
  • Past experience working with IOM a distinct advantage;
  • Demonstrated experience in coordinating field teams, including capacity building ofco-workers;
  • Demonstrated experience in coordination and liaison with government authorities, knowledge and structures and functions of primary health care system; and,
  • Previous working experience in Portuguese is an advantage.

Skills

  • Substantial knowledge of Public Health concepts and policies, especially related to global health security, the International Health Regulations and the links between population mobility and communicable diseases;
  • GIS capacity a distinct advantage;
  • Excellent writing and synthesis skills, including proven experience in writing quality project reports and project proposals;
  • Demonstrate extreme flexibility; and,
  • Effectively manage more than one activity at a time.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Portuguese is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
