Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles (financial, cultural, geographical, etc.).

In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society (homeless people, undocumented people, drug users, sex workers, etc.); children in vulnerable situations; women (supported in their fight for equality or against sexual violence, for example); migrants or displaced people and victims of crises or conflicts.

To carry out our mission, we base ourselves on three pillars:

  • Change  : more than helping, we want to change things in the long term.
  • Testify  : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

In the east of the Democratic Republic of Congo (DRC), following the chronic conflict that has raged there for several decades, access to care is seriously hampered, either by a lack of structures, the distances to travel to reach care, or limited access due to violence.
At the end of 2021, the number of internally displaced people in the DRC was estimated at nearly 5.6 million people, the majority of whom in the three provinces of South Kivu, North Kivu and Ituri. Half are women, and women’s health is a major issue. In addition to the general lack of access to care, women and girls are also victims of the trivialization of rape in society.

In South Kivu, we work on a Sexual Reproductive Health and Rights program in Bukavu and Uvira. In the Kabare and Kalehe territories, we are implementing a “One Health” approach which aims to coordinate human, animal and environmental health stakeholders.
Furthermore, MdM BE is implementing a multi-sectoral intervention project for the benefit of vulnerable people affected by conflicts in the health zones of Itombwe and Minembwe.

Our main donors in the DRC are: BHA, ECHO, MAE France, DGD Développement, DGD humanitarian, DDC.


Sous la supervision hiérarchique du Coordinateur de consortium et fonctionnelle des Coordinateurs Financier et RH, ce rôle assure la gestion financière et des ressources humaines des projets mis en œuvre dans la zone de santé de Hauts-Plateaux.


Sous la supervision du Coordinateur de consortium, le Responsable Administratif et Financier est chargé de :

Admin/RH :

  • Veiller à la mise à jour des dossiers des membres du personnel du projet et des dossiers administratifs et en assurer l’archivage physique et électronique.
  • Mettre en œuvre les politiques et outils RH au niveau des équipes projets et appuyer le Coordinateur RH dans leur mise à jour éventuelle.
  • Assurer l’application du règlement d’ordre intérieur, gérer les congés et absences du personnel.
  • Établir les contrats de travail du personnel du projet pour signature ainsi que les renouvellements de contrats et/ou d’avenants contractuels.
  • Transmettre au Coordinateur RH de la mission
    • Toutes les données administratives pour la gestion des prestations, déclarations aux organismes sociaux du personnel du projet.
    • Un rapport mensuel RH des projets, en veillant à la qualité des informations contenues dans ce rapport.
    • Les data mensuels des salaires des projets.
  • En collaboration avec le Coordinateur de consortium et le Coordinateur RH, mener les procédures disciplinaires et enquêtes, en cas de besoin sur instruction de la Coordination.
  • Produire et tenir à jour les organigrammes du projet en s’assurant de leur cohérence avec les besoins opérationnels.
  • Organiser et participer aux recrutements, à l’intégration et aux débriefings du personnel du projet.

Finance :

  • Assurer le contrôle des imputations comptables et analytiques conformément aux budgets approuvés, la vérification des pièces comptables, le contrôle des inventaires de caisse et les rapprochements bancaires.
  • Veiller au suivi et à la régularisation des comptes d’avances.
  • Assurer l’envoi des clôtures comptables mensuelles au Coordinateur Financier de la mission dans le respect des procédures de clôture et d’archivage des pièces justificatives.
  • Participer activement à l’élaboration des budgets des projets.
  • Produire & communiquer aux différents responsables les suivis budgétaires mensuels des projets avec les dépenses réalisées, mettre à jour les dépenses prévisionnelles avec le Coordinateur de consortium (y compris les couvertures financières).
  • Préparer et communiquer au Coordinateur Fin les rapports financiers des bailleurs (rapports intermédiaires et finaux).
  • Préparer et communiquer les demandes de trésorerie pour envoi au Coordinateur Financier de la mission.
  • Organiser les mouvements de fonds entre la coordination et les bases conformément aux procédures internes (manuel de sécurité des fonds). Tenir à jour la check-list de sécurité des fonds sur les différents projets.

As a Team Manager  : coordinate the work and tasks of the different members of the Finance & HR teams under his direct responsibility, in order to guarantee an optimal working environment according to the means and priorities of project activities.

Examples of tasks:

  • Identify human resources needs, oversee recruitment, create/revise job descriptions and facilitate the introduction of new team members.
  • Supervise team members; develop annual action plans, set individual objectives, carry out evaluations, organize back-ups in the event of leave or absence, take disciplinary measures.
  • Supervise the Financial Assistant in carrying out their tasks.

As a member of the project team , you represent the organization to external organizations; you contribute to analyze, communicate and make the necessary improvements, in order to enable the optimal running of HR & Financial processes on the bases

Examples of tasks:

  • Participate with the project team and country coordination in thinking about the development/programming of projects.
  • Write regular reports on its activities.
  • Carry out ad-hoc internal controls on projects.

YOUR PROFILE – International and national

Studies/training and Experience

  • Bac + 3 in economic sciences; financial management
  • BIOFORCE type training: financial management and HR an asset
  • Experience of at least 3 years in administrative and financial management in an NGO required
  • Experience in the DRC desired

Skills and qualities required

  • Mastering French ; Knowledge of English and local languages ​​of the DRC is an asset.
  • Mastery of the Office package and SAGA.
  • Capacity for analysis, synthesis and rigor.
  • Ability to organize work and manage priorities, under high professional pressure and in humanitarian crisis contexts.
  • Effective and efficient communication with others.
  • Autonomy and very good stress management.


  • A dynamic and international working environment with close support from MdM-BE headquarters in Brussels.

  • Expatriate fixed-term single posting contract (CDD) until the end of December 2024, renewable subject to funding.
  • A gross salary of €2752.36 for 5 years of experience; a gross salary of €2892.76 for 10 years of experience. Per diem €635. Recognized relevant experience. Depending on your tax residence, a withholding tax may be deducted.
  • Position location: Minembwe, guesthouse accommodation.
  • Starting position: June 2024 (ASAP).
